The Dergue promoted religion and used its symbols to buttress the power of the revolutionary leadership. Mengistu always appeared at public functions with the heads of the Orthodox Christian church and the Islamic faith, ignoring even the voices calling for the separation of church and state. Whereas the Pol Pot regime banned Islam, the Mengistu government put the Islamic religion on equal footing with Orthodox Christianity in Ethiopia, thus reversing the pre-revolutionary state policy of making Islam a subordinate faith. What historian Charles Maier would call “the wider historical process at work” here is that the Mengistu regime’s policy on religion betrayed the Dergue’s insecurity.”
